Is it sheltered?

In practice, it is safe but I don't recommend it. You will NOT hold static problems unless the case side is removed, because the luggage itself is grounded (unless you have a grip that is not metal.)



I wouldn't recommend it because masses times it will restrict the airflow from the front case hanger-on. This is because a lot of standard computer cases verbs air surrounded by from under the front panel. Depending on all along the carpet, the tower may also be somewhat unstable and may tip. Violent shaking can do damage to your drives. Hope that help.
it is always a apt idea to put something beneath the PC system. no matter you own capet, wooden floor, or so on. put something under the computer to brand it a bit higher.
Personally I would take a static mat to put the PC on if you are setting it on a carpeted floor. However, it won't hurt anything if you do put it on carpet unless you hold severe static electricity problems.
Assuming you mean a Desktop and you aim sitting the case on the mat, then yes, it is not detrimental.



If you are asking if it is safe to put undressed electrical components, such as your motherboard, on the carpet; next the answer is no.
If you put a computer right on a carpet, the runner WILL catch fiery!
